The expansion enables Singapore travellers to scan KHQR codes across Cambodia using their home mobile payment apps, completing the two-way payment linkage between both countries.
Phnom Penh, Cambodia & Singapore, 30 March 2026 – The National Bank of Cambodia (NBC) and the Monetary Authority of Singapore (MAS) today announced the expansion of the Bakong–RoamQR™ cross-border payment linkage, enabling travellers from Singapore to pay seamlessly across Cambodia by scanning KHQR codes using their home mobile payment apps connected to the RoamQR network.
This milestone marks the launch of Phase 2 of the initiative, building on the successful rollout of Phase 1, which enabled Cambodian users to pay in Singapore. With this expansion, Singapore travellers can now experience Cambodia like a local, making convenient, real-time payments at merchants across the country using their home mobile payment apps.
The development strengthens Cambodia’s position as a digitally enabled destination while advancing regional interoperability between national payment systems. This expansion completes the two-way payment linkage between Cambodia and Singapore, enabling travellers in both markets to pay like a local by scanning domestic QR codes.
Driving Tourism and Digital Connectivity
By enabling Singapore users to scan KHQR codes, the linkage enhances payment convenience for outbound travellers while supporting Cambodia’s tourism and retail sector through increased accessibility to international visitors.
How It Works
Users of participating Singapore-based mobile payment apps can:
• Scan KHQR codes at Cambodian merchants
• Pay directly using their familiar mobile payment apps
• View transparent FX rates before confirming payment
• Complete transactions instantly, without the need for cash exchange
At launch, LiquidPay is one of the participating mobile payment apps available, with additional banks and wallet partners across both Cambodia and Singapore to be progressively enabled.
Ecosystem Enablement
The cross-border functionality is enabled through collaboration with ACLEDA Bank Plc. and Phillip Bank Cambodia Plc., which facilitates settlement and interoperability between the Bakong system and the RoamQR network, operated by Liquid Group. KHQR serves as Cambodia’s national QR standard under the Bakong system, providing unified QR acceptance across merchants nationwide.
